Almighty God arranges it & it is always petty. Government insistence on the policy for those in office. I return always so as not to be wicked. It is an unfortunate necessity to do things called evil or sin in Government that are not an enjoyed habit, but an engineered victory as decided by God. Those things enjoyed & also selfish incur penalties with God. God is the only one who can judge that way properly & not by a law, to heavenly pleasure or hellish purging. Enjoyment in the course of Government engineering by a thing called sin results in purging by God to make white, or hell following death, a holy 21.
Paul said that those who do evil so that good may come are non Christians. That was the truth, the gospel was preached to the poor & not Government. In Government God admits justification to tailor a crime to the measure of organised crime for example, so that citizens can be protected from bribers & sexual abusers of power etc. God is known to Government by Michael & others & informs concerning judgement which is too great for men to discern.
Courts once administered according to God by stealth & got their man. These days there is disinterest in justice for power that creates money.
