God does not mind speaking by a Prophet because it is always approved to be heard. With the Seven Spirits each is given a task & told to contest to establish things as if by their own prowess, their concious speech cannot be heard. There is a way, that is I am Archangel (name) & God said (content). Otherwise only the Prophet can speak unless by Angel language called telepathy.
So the speech of a ruler is not the representation of God. Listen to me.
