I want everybody apart from RAF & special additions to stay out of the war. That is achieved by spreading out to guard an area in which Russia has no interest & hiding. When the US join us I want a proper ration of men & equipment lost. If the US have 20 men & lose 2, & we have 10 men we shall agree to lose 1.
