I am interested in the Law Code of Aethelberht, which is like something I spoke about years ago, fines for serious income. The rich could dismiss fines & oppress, so they need to be in a ratio to financial worth.
The lottery I said is a voluntary taxation for those who can afford according to their own lifestyle. Fines also can be a very good source of Government income without serious objection.
Some kind of raffle or lottery needs be even if times are sore, because each judges their own need according to their ability to cope.
