This is a political argument not to conserve things of value in nuclear bunkers. Political arguments are Organised Crime when not in the public interest. CIS are able to investigate who does & who does not have criminal intentions. That is only any use if the Crown is upright. Shelters hung like tourist attractions will become just that in the future.
