Those checks can replace excited detention, everyone expects habitual serious crime & Russia can be satisfied we insist. No greater force likes negotiations & resources are lost with tempers, what can calm detachment obtain?
This isn't very good for an invading force. In the days before automated vehicles armies would go to war when the farms were producing in the fields.
