God has commented. He said an imbalance exists when a military budget is greater in one country than another. He said the proper payment between who would be allies is the cost of an invasion & the cost otherwise invasion plus expected booty.
God says that the Kingdom is Sax Coburg & Gotha & payment for authority between now & conflict is theirs in part contested by intelligence conflict reducing the figure, that Kingdom being part loyal to me already. So payment is due to the value of nuisance from within & sent from without & the balance of power results from struggle & investment unlikely to fall to only one side.
