Joe is a bad apple that spent too long in the barrel, so as you might expect Donald needed to throw NSA chiefs out. You can have rot at the bottom but if the rot is at the top the next manager beneath is selected by an idiot & the one beneath them by that idiot until the entire organisation is crap.
