As you see on the map Russia are moving Military closer to Turkey, NATO's Southern near threat. Russia appear very concerned for strategic reasons.

What can be agreed upon if Turkey left NATO to a regional pact?
Crimea Naval Base is very good, however they could've built East a little. The nibbled Ukraine & Georgia serve no purpose, a short distance from Russia. They are a Tantrum. Turkey is a long member of NATO.
Russia are squirming or venting frustration about Turkey making war unwinnable. So serious Global threats should bring support to the area to discourage.
God said today that squirming is accurate & in positions South to South East also.
