Stolen Government

The Central Computer is inaccessible to Officials often. The Computer Community are not unlike the Space Community that blew up a Shuttle because external Astronauts were desired by their Government. I'm not the only Official or Expert asked to trust who consistently fail that have as good as stolen Databases. A Want-that-One sub government denies the big picture Authority looking for perks & whims.
