Commandeer Civilian Vehicles & put Civilians in Military Vehicles, decoy. Put useless groups closer together than expert ones. A target needs to be presented to avoid serious problems with essential assets. There are never enough tents, empty or concealing. The Civilians will be killed & eaten if territory is lost.
