Expansion by Classification ignores suitability for EU Membership & works on it while HRE membership shares according to their capability, i.e. Trade, Military, Intel. Set the Internet standards.

Grants to standards are chief stumbling block, simple Nations need a sensible date to expect Roads for example & the things that make France & Germany great. Grants will not be forthcoming until Trade, Military & Computer Hardware & Software are standardised, then they will be forcast not to surge.
Finance
Nobody wants expansion to deplete finance, make it work for us financially, no deficit is enough. Grants are hiding problems with Gov. choices. If a Gov. cannot compete Money is a lazy, expensive & constant measure, suspend Grants.
