Refugees

As you know my Crown is attempting the survival of civilians, not depopulating. We want to enter broken Countries peacefully taking reign & gathering survivors. We intend to use them to farm or defend. We want to sell food grown by them to all sides & offer red cross aid to those who would be disarmed. We are hoping to achieve respect for defence & humanitarian neutrality without aggressive advance.
